Congress has the responsibility to write legislation that will solve the problems of today and try to prevent the foreseeable problems of the future.  Politicians often develop an idea and then try to convince the public they are right.  This approach has not always found the necessary support in the past, resulting in a lot of wasted time. 

You have just been elected to Congress.  You will develop several solutions to the future Social Security problem and determine which idea will have the greatest support among the people.  This will be a more efficient use of time.
