Title I Program Description

Title I is an abbreviation for Title 1, Part A of the Elementary and Secondary Education Act of 1965, Reauthorized by the No Child Left Behind Act of 2001. Title I is the nation's largest federal assistance program for schools.  Title I provides reading and/or math assistance for students who must accelerate their progress to perform at or near grade level.  The Title I program is designed to provide students with extra help in an effort to bring their academic skills to the high, challenging academic standard needed to be successful in school. An easy way to explain Title I is illustrated by the following two examples:

 

  • Title I is to boost the current program.  As an adult, if you saw a young child at a water fountain trying to get a drink of water but could not reach the water, you would come and offer to assist the child!  Many times the child will not want you to turn the water on for them.  They just need you to help hold them up to reach the water, with their hand free they can turn the water on for themselves.  

 

  • Title I is to supplement the current curriculum.  The school program is compared to a scoop of ice cream.  Ice cream is a necessary part of a cup of ice cream.  The Title I Program is compared to Hot Fudge syrup poured over the ice cream.   It is "extra" and more than the usual cup of ice cream.  It is our goal for the Title I Program to add to the current curriculum strategies and make a difference in the education of a student.  Title I is the extra "boost" to help students attain grade level in both basic and advanced skills.

 

More Title I Information

 

Title I is the nation's largest federal assistance program for schools. In the past, we have operated a targeted assistance Title I program. Specific students were selected to participate in the program based on academic need and all efforts were focused on these students. Now we operate a schoolwide program that was approved beginning last year.

 

A schoolwide program is a comprehensive reform strategy designed to upgrade the entire educational program in a Title I school; its primary goal is to ensure that all students, particularly those who are low-achieving, demonstrate proficient and advanced levels of achievement on State academic achievement standards.

 

Whereas Title I targeted assistance programs only provide educational services to identified individual students, schoolwide programs allow staff in schools with high concentrations of students from low-income families to redesign their entire educational program to serve all students. The emphasis in schoolwide program schools is on serving all students, improving all structures that support student learning, and combining all resources, as allowed, to achieve a common goal. Schoolwide programs maximize the impact of Title I.

 

PLEASE REMEMBER THE PURPOSE OF TITLE I IS TO HELP STUDENTS WHO NEED A BOOST AND GO FROM BASIC OR BELOW BASIC TO PROFICIENT. TITLE I IS NOT AN ENRICHMENT PROGRAM.
